Foster carers not getting adequate information about foster child

The Times has reported that Fostering Network has published a report which reveals that thousands of foster carers do not receive adequate information about the child they are fostering.

51 per cent of the foster carers in Britain have said that in the past three years they have not been given adequate information about a child in their care. This puts the foster carers, their own children and even the foster child at risk.

One third of carers have stated that they were not informed about the child’s full medical requirements. About half of the foster carers were not informed about a history of abuse. Two thirds said that they were not informed about a child’s general behaviour.

The research was conducted by the Fostering Network. Fostering Network represents 43,000 foster carers in Britain. The research has come almost a decade after two court rulings that made it clear that local authorities could be sued if they fail to meet a duty of care towards foster care families. Social workers are regularly failing to pass the required information although they regard foster carers as equal partners in their work.

Robert Tapsfield, the chief executive of the Fostering Network, said that the findings were “extremely worrying”.

Joanna Nicolas, an independent social worker, said that problems were caused because at times too many placements have to be made in a hurry once a previous placement had broken down. Staffs are required to fill in a number of forms, many times repeating the same basic information, and therefore they do not have time to explain the potential risks and problems to the foster carers.

Ms Nicolas also said that many social workers are confused about their legal duties as well with regard to sharing information on a child. For many social workers it may appear like a grey area and a lot of fine judgments have to be made..

Many foster carers regard poor information-sharing as evidence that social workers do not treat foster carers as equal partners in care.
